Prospects for Integrating a Programme Based Approach in CAPs and Common Humanitarian Funds, A Scoping Study

This study, externally commissioned by UNHCR on behalf of the IASC Humanitarian Financing Group, is an attempt to determine whether two of the main vehicles for coordination in fundraising for humanitarian response - the Consolidated Appeal Process and the Common Humanitarian Funds - could potentially be improved by the introduction of a ‘programme-based approach’.
