This review assessed the ways in which the IRF provides early and predictable funding, as indicated, as well as how expected outcome indicators have been met to date. It also considers aspects of the IRF’s relevance/coherence, effectiveness/coverage, impact and sustainability. Each of these are described in separate sections of this report.
