Aid work is becoming more perilous – the past two years have seen the highest number of aid worker fatalities ever recorded, driven by escalating armed conflict. At the same time, growing funding constraints are straining the capacity of organisations to manage security risks effectively.

The rising number of crises suggests that future humanitarian responses will require more flexible surge capacity. But what is the current state and perception of surge in the #humanitarian sector?
